A framework proposal for a new system of evaluation and funding of scientific research

The proposed system of assessment, and the distribution of funds related to it, is relatively simple and resistant to manipulation. The evaluation focuses on the best achievements and abandons the emphasis on producing a bulk of academic output. The system we propose does not require the assessment of scientific journals or monograph publishers, although this happens indirectly (but not mechanically) when institutions are evaluated by experts, as well as in the process of awarding research grants. An advantage of the proposed system is that it should not encourage the authorities of institutions to transfer the criteria of their own evaluation onto the way individual researchers are assessed, beyond encouraging them to obtain research grants. Another significant benefit of adopting the proposed system will be a reduction in the time that evaluated institutions need to prepare reports, and at the same time a reduction in the involvement of the experts assessing them.
